Regional health providers including Bendigo Health can now operate at 75 per cent of normal elective surgery activity after new pandemic rules came into effect at midnight.
Hopes of the mask mandate coming to an end today though have been dashed thanks to the growing Omicron outbreak.
However there have been some changes, with non-essential retail, places of worship and real estate auctions open to those not vaccinated against COVID.
Vaccination certificates will still need to be produced at hospitality venues for everyone aged 18 and over.
